MGNREGA: India’s Lifeline for Rural Employment

The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) helps people in villages get jobs and earn money by providing work opportunities close to home. “It was passed in 2005 and came into effect on February 2, 2006.” Originally called NREGA, the scheme was renamed to MGNREGA in the year 2009.” It works under the Ministry of Rural Development. MGNREGA is a central sector scheme, fully funded by the Central Government for wage payments.

Who Can Apply?

Any adult member of a rural household can apply for work under this scheme.
“The scheme guarantees that a minimum of one-third of the beneficiaries are women who are registered.” This helps promote gender equality and women’s participation in the workforce.

What Does MGNREGA Offer?

MGNREGA ensures up to 100 days of wage employment for unskilled manual labor every financial year. “An additional 50 days of employment are allowed during drought or natural calamities.” The work should be offered within a 5-kilometer distance from the applicant’s village”. If the work is farther, workers receive 10% extra for travel and living costs.

Wages and Worker Rights

Wage rates are fixed by the central government and revised annually. Revisions are based on the Consumer Price Index for Agricultural Labourers (CPI-AL). Wages must be paid within 15 days after the job is completed.
“In case of payment delays, workers are entitled to compensation from the government.” This ensures financial stability and fairness for rural laborers.

MGNREGA is impactful but faces challenges like delayed payments, lack of awareness, and corruption at the local level. Strengthening transparency and tech use can improve its effectiveness.
