On April 9, 2002, the Agri Clinic and Agribusiness Centres (ACABC) Scheme was officially introduced to support agri-entrepreneurs. It aims to develop rural entrepreneurship and improve farming practices. The Ministry of Agriculture oversees the scheme, with NABARD and MANAGE playing crucial supporting roles. NABARD acts as the subsidy channel, while MANAGE provides professional training to eligible candidates.

Support Tailored for Growth

Under this scheme, trained individuals can receive loans up to ₹20 lakh. A group of five trained individuals can get up to ₹100 lakh. The loan can be repaid over ten years, including a grace or moratorium period. Loans up to ₹2 lakh have no processing fee. Loans above that attract a 1.4% charge plus GST.

Opportunity for All

Individuals aged 18 to 60 years are eligible to apply. The scheme motivates young people to explore agriculture-based business opportunities. Special support is given to women, SC/ST candidates, and those from the Northeast and hill regions. These groups receive a 44% subsidy on the project cost. Others receive a 36% subsidy, making the scheme highly inclusive.

Serving Farmers, Strengthening Agriculture

The objective is to deliver essential services to farmers via independently operated agri clinics and business centres. These services may include soil testing, seed supply, pest control advice, or equipment rental. Some may be free, others charged, depending on the local need and the business model. It addresses the shortcomings of conventional public extension systems in reaching all farmers effectively.

MANAGE trains selected candidates to develop viable business plans. This training equips them with knowledge in both agriculture and business. Many trainees go on to start successful ventures, transforming their communities and their own futures.

The scheme promotes advanced farming practices such as relay cropping, where the second crop is planted before the first is harvested. This method enhances land efficiency and boosts overall crop yield. It also helps reduce the risk of total crop failure due to weather or market issues.
